It means the yacht does not exist in finished form yet. She has a hull number, a contract and a delivery year, and what the page shows is the specification the yard has committed to. Some in-build yachts are far enough along that the layout is fixed; others are early enough that the interior and the tender package can still be chosen. The year shown on an in-build listing is the delivery year, never a build year.

It depends how far the build has gone. Early in a build the layout, the finishes, the tender package and the toy garage are all open, and on a yard-initiated hull that is much of the appeal of buying before completion. By instalments against construction milestones, which is the standard arrangement across the industry: a payment on signature and then further payments as the hull, the superstructure, the engines and the interior are completed, with a balance at delivery.
